The Ministry of Agriculture of the Republic of Tajikistan, in order to ensure the country's food security, carries out its activities on the basis of the tasks arising from the Message of the Founder of Peace and National Unity, the Leader of the Nation, the President of the Republic of Tajikistan, dear Emomali Rahmon "on the main directions of domestic and foreign policy of the Republic", working trips of the head of state to the regions of the republic, decisions and orders of the Government Of the Republic of Tajikistan, instructions of the Executive Office of the President of the Republic of Tajikistan, sectoral strategies, concepts and programs, agrarian policy., in order to achieve significant achievements and provide the country's consumer market with products of its own production, including in the field of crop production, animal husbandry and other areas of agricultural production, a number of works were carried out during the reporting period.

Growth and total agricultural output

The adoption of effective measures contributed to the fact that in the first half of 2023, according to statistical data in all forms of management of the Republic, the total volume of agricultural products amounted to 18658.7 million somoni increased by 7.9% compared to the same period last year, including crop production of 13224.3 million somoni or 110.4% and livestock 5434.4 million somoni or 102.4 percent.

In the total volume of agricultural products, the share of communal and dehkan farms is 55.7 percent, and the population sector is 44.3 percent.

The growth rate of agricultural production compared with the growth rates for the same period last year increased by 0.7 points as a percentage.

In the volume of agricultural production, the share of crop production was 70.9%, and animal husbandry -29.1%.

This was facilitated by an increase in the volume of crop production, mainly fruit production, which increased 1.6 times compared to the same period last year. In particular, the production of apricots is 2.0 times higher than in the same period last year. This was also facilitated by an increase in vegetable production by 10.2 percent, polishing by 5.4 percent and grain by 2.5 percent.

The volume of fish production in the first half of this year amounted to 43.7 million somoni and 1.6 times more compared to the same period last year.

It should be noted that in the first half of 2023, in all forms of management of the Republic in the direction of crop production, grain production amounted to 705.2 thousand tons, compared with January - June 2022 increased by 17.1 thousand tons or 2.5%, vegetables - by 104.9 thousand tons or 10.2%, polysis-by 15.4 thousand tons or 5.4%, and fruit- by 69.1 thousand tons or 59.4%, potato production decreased by 0.1%, and grapes- by 4.1%.

On the other hand, in animal husbandry in all forms of management in January-June 2023, the volume of livestock production amounted to 100.8 thousand tons and increased by 6.8 thousand tons or 7.3% compared to the same period last year. Of this poultry meat, it amounted to 23.8 thousand tons, which is 3.5 thousand tons or 17.3% more. Of the total production of poultry meat, 22.4 thousand tons or 94.1% are accounted for by public and dehkan farms and compared to January-June 2022 increased by 3.5 thousand tons, or 18.5%.

Also, in all forms of management, milk production of 394.1 thousand tons, eggs 555 million tons, wool 5.2 thousand tons, honey 605 tons and fish 1.6 thousand tons were produced during the reporting period, compared with January-June 2022, milk production fell by 11.3 thousand tons or 3%, wool-by 132 thousand tons or 2.6%, and fish- by 495 tons or 43.2%, egg production fell by 21.7 million tons or 3.8%, or 2.3 tons of honey.

Export of agricultural products

According to the Customs Service under the Government of the Republic of Tajikistan, 103 thousand tons of agricultural products worth 24.1 million US dollars were exported from the republic to other states in the first half of 2023.  Compared to the same period last year, onion exports decreased by 19.6%, along with the export of polyzs increased by 47.2%, dried fruits-by 26.5%, and fruits -by 51.2%.

The direction of crop production

In order to provide the country's consumer markets with food products according to statistical data (4-producers- preliminary) in all forms of management of the Republic, cultivation of agricultural crops on 861466 hectares, of which cereals on an area of 392333 hectares, industrial crops 202653 hectares, potatoes 58566 hectares, vegetables 73286 hectares, mucilage 22593 hectares and fodder crops on an area of 111986 hectares, compared with 2022 agricultural crops 1698 hectares, of which cereals 1802444 hectares, potatoes, vegetables 344444 hectares and poliz increased by 1929 hectares, forage crops - by 3148 hectares, and technical crops-by 4591 hectares.

During this period, cotton crops amount to 175695 hectares, which is 5847 hectares less than in 2022. During the reporting period, cotton sowing in the republic was carried out on an area of 175965 hectares and the forecast result was provided at the level of 94%. Due to the decrease in the sowing of industrial crops and fodder crops in the republic, the sowing of grain crops, potatoes, vegetables and polizov increased.

According to the forecast of agricultural crops for the harvest of 2023, crops of grain crops on an area of 269.3 thousand hectares, industrial crops of 213.7 thousand hectares (of which cotton is 186 thousand hectares), potatoes of 40 thousand hectares, vegetables of 41.2 thousand hectares and polysis of 18.7 thousand hectares are planned in the jamoat and dehkan farms of the republic.

According to statistical data for the reporting period, jamoats and dehkan farms of the republic sowed grain crops on an area of 306.6 thousand hectares and ensured the fulfillment of forecasts at the level of 113.8%, industrial crops 198.3 thousand hectares or 92.8% (of which cotton 175.7 thousand hectares or 94%) potatoes 33.5 thousand hectares or 84%, vegetables 41.2 thousand or 100% and the area of 19.5 thousand hectares or 104.2%.

It should be noted that for the efficient and rational use of arable land and obtaining 2-3 harvests, Dehkan and public farms, according to statistics, carried out repeated sowing of agricultural crops on an area of 76672 hectares, which compared to the same period last year is 6230 hectares or 8.8% more, which is 78.2% of the projected outlook. Sowing of grain crops on an area of 45941.1 ha, of which rice 9869 ha, corn for grain 22282 ha, other cereals 13791 ha, industrial crops 2009 ha, potatoes 27 ha, vegetables 6262 ha, mucus 3764 ha and fodder crops 18669 ha, sowing of grain crops 113%, industrial crops 103.6%, potatoes 93%, vegetables 981.7%, mucus and fodder crops 1817% 105.3% for the same period last year are equal.

Development of seed production

The cultivation of a plentiful harvest depends on a high-quality seed stock, according to statistics, from the harvest of 2022 by public and dehkan farms of cities and districts of the republic, for sowing in 2023 there are only 53434.4 tons of grain seeds (without corn), of which seed wheat is 46710 tons, legume seeds-984.4 tons, other cereals-4604.6 tons, corn-1116 tons, rice-1135.5 tons, as well as potato seeds-584.4 tons, seeds of higita seeds were stored 15484 tons, which were widely used during the spring sowing season. Also, with the attracted grant funds of the Asian Development Bank, seeds of agricultural crops were purchased, including peas 54 tons, beans 35.7 tons, Mash 71.4 tons, lentils 35.7 tons, alfalfa 44.4 tons and seed potatoes 1542 tons and delivered to the farms of the Republic.

 In order to increase yields within the framework of the project "Improving the sustainability of agriculture“ in 2023, 105 tons of seed kigit of the elite group were purchased in the amount of 150 tons of seed kigit of the elite group, ”Pearl C“ 30 tons, ”Arya“15 tons, 530 tons of seed potatoes of the elite group 400 tons,” Crown "130 tons and 3507.4 tons of mineral fertilizers and introduced into seed farms on the basis of a mutual reproduction agreement. At the expense of the State Seed Fund, 60 tons of oilseed flax seeds were purchased and presented to the economic managers of the republic. At the same time, 589.5 kg of seeds of hybrid vegetables of the first generation, 21.25 tons of seeds of the elite group and 300 tons of seed potatoes of the elite group were received from abroad in the farms of the republic at the expense of entrepreneurs and development partners for sowing in 2023.

Progress in the construction of new orchards and vineyards and chemical treatment against pests and diseases of orchards and vineyards

In order to increase the export potential of the country, according to statistics for the reporting period, jamoats and dehkan farms on an area of 837 hectares created a garden and 117 hectares of vineyards, of the total area of the garden 521 hectares and 106 hectares of vineyard were built on wet hills and hills. Also during this period, restoration work was carried out on an area of 1052 hectares of gardens and 304 hectares of vineyards.

In order to provide farms with high-quality fruit, ornamental, shade and evergreen plantings, Tajiknihoz children's farms, together with tenants, during the sale period up to the reporting period, presented to buyers in the amount of 165833 bushes of various seedlings at affordable prices.

The cultivation of a crop that meets the requirements of the consumer market and exports depends on the timely implementation of agrotechnical measures, for this purpose, processing between rows and mulching of tree bushes is carried out in the orchards and vineyards of the republic on 91334 hectares, 97911 hectares of icing trees, 39429 hectares of freezing and 60552 hectares of chemical treatment, these methods have a positive effect on reducing the appearance of harmful organisms.

According to the operational data of regions, cities and districts of republican subordination, during the reporting period, the total area of the pest was increased by 16,375 hectares, and chemical treatment was carried out on an area of 15,274 hectares.

At the same time, 3 types of useful insects were used in the biological laboratory of the “Center” of the state institution for plant protection and chemicalization of agriculture on the territory of 5173 hectares: trichogram, golden eye and gabrabrakon, in the reporting period in regions, cities and districts of republican subordination, against pests of agricultural crops on an area of 5173 hectares, of which gabrabrakan is 1415 hectares, trihochy-640 hectares and trihochy-318 hectares.

Protective measures against pests of agricultural crops

In order to prevent the spread of locusts, by order of the Ministry of Agriculture of 19.01.2023, No. 7, the republican headquarters was established. On February 28, the first joint meeting of the Republican Headquarters, as well as regional headquarters in Kushan district of Khatlon region on March 15 of this year and in Bobojon Gafurov district of Sughd region on April 3 took place in the hall of the Tajik Agrarian University named after Sh.Shakhtemur.

To prevent and protect crops from the harm of locusts in the amount of 30150 liters of poison, 19300 liters of diesel fuel, 17320 liters of gasoline, as well as 4 units of car service with a volume of 6400 liters, 4 passenger vans for seasonal workers, 4 units of car service, 210 units of bed linen and 10 units of a hot tub (shower cabin).

Activities of permanent greenhouses

To provide the population with fresh vegetables, according to statistics, as of 01.07.2023, public and dehkan farms produced only 1,840 tons of vegetables from greenhouses, including 825 tons of tomatoes, 543 tons of cucumbers and 472 tons of other types of vegetables and presented them to the consumer market of the country.

The direction of animal husbandry

The development of the livestock industry is effective for providing the population with meat, milk and eggs, according to statistics as of 01.07.2023 in all forms of management of the Republic 2605.6 thousand heads of cattle, of which cows 1347.1 thousand heads, yaks 29.6 thousand heads, sheep and goats 6610.1 thousand heads, horses 87 thousand heads, honey bees 265.8 thousand families and 10900.9 thousand heads raised last year, compared to the same period last year, the number of cattle is 113.3 thousand heads or 4.5 percent, of which cows 578 thousand heads or 4.5 percent, Yak 778 heads or 2.7 percent, sheep and goats 333.4 thousand heads or 5.3 percent, the horse grew by 1.9 thousand heads or 2.3 percent, and the bee-by 14.8 thousand families or 5.9 percent, and the bird population-by 963.9 thousand heads or 9.7 percent.

In communal and dehkan farms of the republic 175.8 thousand heads of cattle from cows 51.6 thousand heads, sheep breeders and goats 1555.9 thousand heads, horses 23 thousand heads, honey bees 26.2 thousand families and 7299.4 thousand birds, compared to the same period last year, the number of cattle 2.7 thousand heads 2.6 thousand honey increased by 1058 families, and the bird population increased by 810.3 thousand heads.

In order to organize the campaign for the breeding of small cattle, the Ministry's Order No. 12 of 26.01.2023 was approved and a working group was created. According to statistics, until July 1, 2023, 475694 heads and 2358037 heads of lambs and goats were received in all forms of management of the Republic, which is by 9051 heads or 1.9% compared to the same period last year, and 122096 heads or 5.5% more for goats. There are also 26311 and 394458 heads of lambs and goats in communal and dehkan farms of the republic, which is 1732 heads more than 30123 heads compared to the same period last year.

To ensure the implementation of the Decree of the Government of the Republic of Tajikistan dated 28.03.2023, No. 125 "on the timely preparation of the economic and social spheres of the Republic for uninterrupted and effective activities in the autumn-winter period 2023-2024", the Order of the Ministry of 20.04.2023, No. 51 was approved and the headquarters was established.

According to statistics, as of 01.07.2023, 437238 tons of feed (per unit of feed) are stored in all forms of management of the Republic, which is 15525 tons or 3.7 percent more than in the same period last year.

To implement the Decree of the Government of the Republic of Tajikistan dated October 31, 2014, No. 696 "on the use of seasonal pastures" and the order of the Ministry of Agriculture of the Republic of Tajikistan dated 06.04.2023, No. 33 "on cattle pasture in 2023" for the organized export of livestock from winter and spring pastures to summer pastures in important places, especially on interregional and interregional borders for the purpose of transmission of infectious diseases from one district to another district, to control points 211, During the reporting period through these points, 3110 herds, 3249282 started small grain, 104278 cattle and 10252 started horses were successfully driven to summer pastures and were made there.

In order to ensure permanent employment of residents of the regions, increase the level of well-being and, thus, sustainable provision of sectors of the national economy by the Government of the Republic of Tajikistan, the “comprehensive program for the development of animal husbandry in the Republic of Tajikistan for 2023-2027”, approved by the Decree of the Government of the Republic of Tajikistan dated 01.03.2023, No. 51, is under implementation.

In order to improve livestock breeds, there are 297 artificial insemination points in the republic, including 77 points in the public sector and 220 in the population sector. Of this amount, 7 units account for GBAO, 100 units of Sughd region, 119 units of Khatlon region and 71 units for cities and districts of republican subordination artificial insemination points.

According to the republican institution for breeding, breeding, artificial insemination and purchase and sale of breeding cattle, as of 01.07.2023, 21,826 heads of cattle were fertilized through these points, 17301 heads were received, which is more than 966 heads and 1386 heads, respectively, compared to the same period last year.

It should be noted that in order to ensure the implementation of the instructions and instructions of the Founder of Peace and National Unity-the Leader of the Nation, the President of the Republic of Tajikistan, dear Emomali Rahmon, in cooperation with the executive authorities of the regions, cities and districts of republican subordination, on May 21 of this year in the city of Vakhdat and on June 4 of this year in the Friendship district of Khatlon region, the festival events were held exhibitions and sales of breeding cattle.

Poultry farming 

Poultry farming is one of the main branches of animal husbandry and occupies a prominent place in providing the population with protein food.

According to statistics, as of 01.07.2023, 10900.9 thousand poultry heads were grown in all forms of management of the Republic, 555 million eggs and 23.8 thousand tons of poultry meat were produced, compared to the same period last year, the bird population increased by 963.9 thousand heads, poultry meat-by 3.5 thousand tons, and egg production-by 21.7 million pieces are reduced.

The Law of the Republic of Tajikistan "On Amendments and Additions to the Tax Code of the Republic of Tajikistan" and "On Amendments and Additions to the Customs Code of the Republic of Tajikistan" dated 21.02.2018, No. 1511 and No. 1512, the poultry industry is exempt from taxes for a period of 6 years, as well as the import of technologies, equipment and materials to provide the sphere with all taxes and fees, and this measure gives a serious impetus to the development of the industry.

According to the State Unitary Enterprise ” Poultry industry of Tajikistan ", 222 poultry enterprises are currently operating in the republic, which is 10 units more than in the same period last year. Among them, 100 units are engaged in the production of consumer eggs, 108 units are engaged in the production of poultry meat, 8 units are engaged in the production of eggs and poultry meat and 6 units are engaged in the production of incubation eggs, one-day chicks and consumer eggs. 

Beekeeping 

Beekeeping is also a profitable industry, according to statistics, as of 01.07.2023, 265.8 thousand bee colonies were grown in all forms of management of the Republic, 605 tons of honey were produced during this period.

As part of the implementation of this program, 520 thousand somoni were allocated to the State Beekeeping Enterprise ”honey of Tajikistan" at the expense of the state budget, of which 290 bee families were purchased with all equipment, medicines and food and distributed among individual beekeepers of the country. Along with this, 800 fertilized bee families of the “Carpathian” and “Carnic” breeds are imported from abroad to improve bee breeds grown in the country, and in the future more than 10 thousand bee families will be bred to this account.

Development of fish farming

As a result of the implementation of tax and customs benefits, the number of fish farms, the number of breeding and refined fish and fish production increases. There are 381 fish farms with an area of 2744 hectares in the republic. Compared to the same period last year, the number of farms is 9 units, and the area of fish ponds is 29 hectares. According to statistics, 1,640 tons of fish were produced during the reporting period, which is 495 tons or 43.2 percent more than in the same period last year.

The direction of agricultural machinery

Crops and work of agricultural crops depend on the availability and readiness of machinery, according to statistics, as of July 1, 2023, there are 27,623 tractors in all forms of management, of which 1,529 plow tractors, 10,658 tractor tractors, 8,535 tractor trailers, 3,504 softshellers and other agricultural machines, which are currently widely used in the collection and carrying out of repeated crops.

According to operational data for 6 months of this year, 992 agricultural machinery and machines were delivered to the agricultural farms of the republic, which is 218 units more than in the same period last year.

To date, 85 technical service centers (SMEs) have been created and are functioning in the region, cities and districts of the republic. Of this number, 60 maintenance centers were formed by the State Unitary Enterprise "Tajikagroleasing", and the rest - by individual entrepreneurs.

For six months of 2023, the State Republican Unitary Enterprise "Tajikagroleasing" of the Ministry of Agriculture allocated 268 dehkan (farming) farms of cities and districts of the republic under a financial (leasing) lease agreement 79 units of multi-purpose tractors and 255 units of agricultural machinery in the amount of 2581520 somoni at their request, which exceeds 607901 compared to the same period last year somoni.

During the reporting period, employees, specialists and engineers-regional and district inspectors of state supervision of agricultural machinery identified deficiencies in maintenance, operation, annual technical inspection, registration of equipment in organizations, enterprises and individuals, and fines were imposed on 19 managers, specialists and individuals.

In the first half of 2023, 3,736 people who completed short-term courses in mechanics received a certificate of “mechanic-machinist".

According to the work plan, in the first half of 2023, the state institution “State Testing Station of Tajikistan” carried out 8 types of work and expertise of agricultural machinery and machines.

Scientific achievements of the agricultural direction

In scientific institutions of the Academy of Agricultural Sciences of Tajikistan, in order to fulfill the instructions of the Government of the Republic of Tajikistan, for the development of agricultural sectors, research is conducted in accordance with 62 commissioned topics, 8 international programs and 5 projects in accordance with the Presidential Foundation for Basic Research, experimental demonstration sites are being created in scientific institutions and their subdivisions, in which modern methods are being studied breeding and primary seed production, technologies for growing crops and livestock, creation of intensive gardens, methods of combating diseases and pests of crops and animals, etc., work continues in this direction.

Scientists of scientific institutions of AICTA for six months of this year received 5 first-born children and 12 certificates of author's invention, 2 newsletters on the positive result of official examination, 7 applications and 10 certificates on the quality of seeds of agricultural crops.

During the reporting period, scientists of AICT scientific institutions published 169 scientific papers on the development of the agricultural sector, including 5 books, 2 letters of recommendation, manuals and 136 scientific articles, and also gave specific recommendations to farmers and specialists. At the initiative of AICT scientific institutions, 1 international conference, 1 Republican Conference, 8 regional seminars, 26 field days, 2 farm days and 3 round tables were held.

During the reporting period, 1 doctoral dissertation, 9 candidate dissertations and 33 master's dissertations were defended, 22 doctoral studies received a doctoral degree, 27 dissertations were prepared for defense. In order to increase the scientific staff, 6 applicants were accepted in the first six months of 2023. Currently, 23 undergraduates, 42 doctors and 48 degree applicants are studying in the sections of the Master's degree. Out of the total number of undergraduates, doctoral students and applicants for the degree of Doctor of Philosophy, 34 people are women. In the field of training of scientific personnel, dissertation councils work at the Institute of Plant Growing and Medicine of the Veterinary Service of the AICT. 

Training of high-ranking specialists in the field of agriculture

In the Tajik Agrarian University named after Shakhtemur, 6,629 students study at 10 faculties of the university, of which 5,290 study in 51 specialties in the full-time department and 1,225 in 20 specialties in the correspondence department, 80 masters and 34 doctors in the specialty (PhD).

Currently, there are 10 faculties and 51 departments (40 specialized departments and 11 university-wide departments), in which 381 teachers, including 6 academicians and 8 corresponding members of the National Academy of Sciences of Tajikistan and the Academy of Agricultural Sciences of Tajikistan, 47 doctors of Sciences, 55 professors and 144 candidates of sciences, and the rest of the unemployed teachers participate in the conduct of educational, educational and scientific activities.

This year, 1,384 people will graduate from the university, including 1,260 bachelors, 124 specialists, of which 497 are budgetary, 887 contract employees and 43 according to the presidential quota, 45 masters and 11 doctors of sciences in the specialty PhD.

Strengthening the regulatory framework of the industry 

In order to develop the sphere of agriculture and strengthen the regulatory framework of the industry, the Ministry in the first half of 2023 adopted a number of draft regulatory legal acts in the field of activity, including resolutions of the Government of the Republic of Tajikistan on the “Program for the development of the agro-energy system and sustainable agriculture for the period up to 2030”, “comprehensive program for the development of livestock industries, poultry, fish farming and beekeeping in the Republic of Tajikistan for 2023-2027” and “pasture development program in the Republic of Tajikistan for 202023-2027", "pasture development program in the Republic of Tajikistan for 202020202 decision.

At the same time, a number of draft regulatory legal acts are being implemented in the direction of the Ministry's activities, including draft resolutions of the Government of the Republic of Tajikistan "On Amendments to the Resolution of the Government of the Republic of Tajikistan dated July 28, 2009, No. 413", "On the list of spare parts and components manufactured in the Republic, import and its subsequent delivery are not exempt from payment of value added tax and customs duty", "on taking measures to develop the field of pillarmaking"., " On the instructions for determining the standards for the use of machinery and labor (including manual work) per hectare of land for producers of agricultural products", "on instructions for determining the procedure, standards for livestock compression and terms of use of pastures in the Republic of Tajikistan", and are under consideration by the Government of the Republic of Tajikistan, relevant ministries and departments.

The direction of attracting investments and cooperation with international organizations in agriculture

Strengthening human resources and cooperation with the media

To increase the level of knowledge and skills of young employees, 8 civil servants of the central office are trained in advanced training courses, 1 - for a full-time master's degree at the Academy of Public Administration under the President of the Republic of Tajikistan and 3- for a master's degree abroad.

In the first half of 2023, in accordance with the Regulations on the Procedure for holding a competition for vacant administrative positions of the Civil service, a competition for vacant administrative positions of the Ministry was held 2 times, 8 applicants were hired, of which 2 were women.

During the reporting period, cooperation with the mass media was established, 160 interviews were prepared and broadcast with specialists of the Ministry on preparation for spring sowing, development of horticulture and viticulture, production and export of agricultural products, agrotechnics of cultivation, factors of increasing yields, prevention of diseases and pests, development of animal husbandry, promotion of industry achievements through the media. 130 different reports and articles on agriculture were published on the pages of official and unofficial newspapers and magazines, most of which were recommended by specialists and scientists for the development of the industry.

The acceptance and timely consideration of citizens' appeals is under the control of the Ministry's leadership, and in the reporting period constructive measures were taken to the appeals of 143 citizens.

Tasks of the Ministry for the second half of this year:

  • in the direction of crop production, timely harvesting, re-sowing, harvesting of seeds of agricultural crops, comprehensive preparation for sowing vegetables and early potatoes on open lands and permanent greenhouses, as well as preparation for autumn sowing of grain;
  • in the field of animal husbandry, increasing the productivity of livestock and, on this basis, increasing the volume of production, effective use of tax and customs benefits, a gradual increase in the volume of production of poultry, fish farming and beekeeping industries, strengthening the activities of artificial insemination points to increase the number of breeding cattle, expanding work in the organized direction of the campaign for forage harvesting and preparation for the autumn-for the winter period of 2022-2023 .;
  • proposal to the Government of the Republic of Tajikistan in connection with the extension of the term of tax and customs benefits in the fields of poultry farming, fishing and beekeeping;
